What you are hearing is Paul McCartney performing a jingle he composed for the Radio 1 Programme "Where It's At" which was co-hosted by Kenny Everett and Chris Denning.
The piano chords Paul plays at the start are reminiscent of "Hello Goodbye".
Lewisohn's Chronicle (page 273) informs us that the jingle was broadcast on Saturday 25 November 1967 during a feature about the "Magical Mystery Tour" double-EP set.
On Monday 31 August 2009 a radio special entitled "The Beatles at the Beeb" was broadcast on BBC Radio 2 in the UK. The show looked back at a variety of Beatles music and interviews from the BBC archives and the "Wireless" jingle was played - this is my source for the audio I've uploaded here.
